Buttons aren't highlighted if mouse is over them

Bug Description
If the mouse is over a button in both GTK 2 and 3, the button does not lighten, signifying which button is being hovered over. Ambiance has this behavior.

I think buttons, when hovered over, should also have a slight orange glow around them as well, but not as pronounced as the glow used for keyboard focus. This would be similar to the glow seen when hovering over window titlebar buttons or the range sliders. Your thoughts?
