Update Manager reports an error

I have been trying to update Ubuntu, however the Update Manager says that my internet connection is down when clearly it is not, but here is the text of the error messages:

404 not found doesn't mean the internet connection is down, it just means that the server can't find the file. Are you using a proxy?

Open Ubuntu Software Center, click 'Edit' then 'Software Sources...', then click the 'Download from' list, choose 'Other', then click the 'Select Best Server'. Now your computer will perform a series of 'ping' tests to determine which server is closest to you (in terms of time). Afterward the tests are complete, you should be able to update your computer.
