kopete takes about 15 minutes to start up

Every time I start kopete it takes around 15 minutes before the accounts log in. Using 'lsof' I see this line repeated over and over:

stat("/etc/localtime", {st_mode=S_IFREG|0644, st_size=413, ...}) = 0

This doesn't appear to be the same thing as bug 99815 because I already have the history/stats plugin disabled.
