Nautilus Edit > Preferences menu missing

Bug Description

Using Nautilus 1:3.5.3-0ubuntu1 on up to date Quantal the Edit > Preferences menu item is missing.
If I start the HUD and type preferences then it is found (and works), though it is shown as a top level menu rather than under Edit.

I am using Unity 2d but I assume that is not a factor.

This is happening for me as well. I am using Unity 3d so 2d is not a factor.
