Thanks for reporting this bug. This is a duplicate of bug 928524, which has a fix in precise-proposed. Hopefully that fix will be propagated to the precise-updates archive soon.

You can work around this by installing the version from precise-proposed, by removing dnsmasq, or by installing your own /etc/dnsmasq.d/libvirt file as the precise-proposed version does.

I will mark this bug as a duplicate.
