Confusing notification messages

Bug Description
When there are updates to apply, I get an exclamation mark on the update-notifier icon. I click on it and get a notification popup that says something like "click on the notification icon to install updates". If I click on the notification icon - the thing that had the exclamation mark - nothing happens; the popup is renewed. What I have to do is click on the notification popup itself, which then disappears (actually is replaced by a tiny one containing nothing). *Then* I can click on the notification icon to get a menu which allows me to attempt to install updates. This seems like a fairly clumsy sequence of actions, and it would be very easy to assume that, since clicking on the other does nothing, clicking on the notification had installed the updates.
I am using gnome-shell.
