[Fiesty]Ubuntu clock corrupts system clock

Bug Description

Hi all,
        I have seen the bug https://bugs.launchpad.net/ubuntu/+bug/56750 and it still persists in Fiesty . I have 2 hard disks with Windows & Ubuntu seperately. I installed Ubuntu through the alternate CD installer and specifically asked for no UTC . After installation the clock still persists with UTC. Even using the preferences on the Clock and un-ticking on no UTC does not have any effect. The only way I was able to set local time was going through /etc/default/rcS . Please look into it.
