Bug Description
I am running quantal and have apport (2.2.5-0ubuntu2) .
I have not narrowed it down 100%, but after some testing with different .crash files I THINK the problem is caused when a .crash file is on the larger side, ( >30MB ), ubuntu-bug get's N% thew the upload (sometimes a quarter, sometimes 75%) and then stops and fails to upload the files in the .crash file to launchpad.net , instead claiming a network problem (The network connection is fine), and gives the error message:
'Cannot connect to crash database, please check your Internet connection.

This is a regression, the the past it has no problem unpacking and uploading .crash files of any normal size.
I have been getting this problem intermittently and have been trying to figure out what is causing the problem. The size seems to be the common thread but at this point I can not say that with 100% certainty and it is possible that the size is correlated to the problem but not causing the problem.
