Unable to enforce font size in plain text messages

1. In the "Edit/Preferences/Display/Formatting/Fonts/Advanced..." menu, set the size of any font and to the minimum font size to "24"

2. Write a new message with a short text
3. Set the "Options/Format" menu to "Plain Text Only"
4. Send the written message to yourself

This works fine here. Did you set the minimum font size for the correct encoding? (ie the default encoding for incoming mail)
