I think you're right (though I didn't get this bug), this is the same as bug 1022029.

In the archive now, the amd64 and i386 packages are in sync, at version 3.9.6-6ubuntu1 . Has that resolved the problem for everyone? I think that should fix it. Thanks.

The problem is still not resolved for me. My package system is broken.
I tried install -f, but it still won't work

Ah, thanks for the info. Are the libtiff packages still the ones apt is complaining about?

If so, it might help to install them directly with dpkg.

  cd /tmp
  apt-get download libtiff4 libtiff4:i386
  sudo dpkg -i libtiff4*deb

And then see if apt is any happier. I've just seen a couple bugs that needed that workaround, so that comes to mind. But I suppose that might be worth as much as my first idea...
