Decide what to do with .rtupdate files

Bug Description

dh_python2 will (since python-defaults 2.7.2-5, so quantal+precise) create usr/share/python/runtime.d/*.rtupdate files, which according to the policy for packages in extras.u.c are not allowed to be outside /opt.

We need to make a decision on how to move forward.

It looks like exactly the same thing is included in the packages' maintainer scripts, the only reason why they might be necessary is when we install a new python{,3} version. Its maintainer scripts call the individual .rtupdate files, so we might need to teach python and python3 to look in opt as well.

I'm not sure what the p-d-e bug is here. That sounds much more like a dh_python2 bug, i. e. python-defaults?

dh_python2 neither knows nor cares about non-policy compliant packages like those in /opt, so I think this is out of scope for dh_python2.
