File Open dialog ignores CWD and duplicates Open Recent

Bug Description

File Open in PCB and gschem always opens to 'Recently Used', and ignores the current working directory. To add insult to aggrevation, there is a separate 'Open Recent' at least in gschem, which essentially duplicates this behavior.

It is the norm in computing for File Open to start in the current working directory.

    gschem: Force file choosers to start in the current working directory.

    GTK version 2.24.6 changed the behaviour of the GTKFileChooser to
    display files recently used (open) or probable destination folders
    (save), ignoring the current working directory.
