New OpenEmbedded builds on ci.linaro.org take long time and trigger monitoring mails

Bug Description

https://ci.linaro.org/jenkins/job/hrw-image-lamp/10/ is running for 5 hours so far and already triggered bunch of monitor_ec2_build_slaves mails. According to hrw, this job is expected to run not less than 5, and may be up to tens of hours.

So, we need to adjust monitoring script accordingly. EC2-usage wise, according to hrw, this is not expected to be a daily build, just manual and may be weekly later.

Set override timeout for hrw-image-lamp to 6hrs, will bump further as needed.

Build took 14hrs (and failed). Set timeout to 13.5 to watch running of this long job closely.
