add support for requested_networks extension to Nova/Quantum v2 code

Bug Description

The current integration of nova with the v2 quantum api does not support the extension that allows a tenant to pass in a specific set of networks to use.

This was supported by the old quantum manager, and should be really easy to add back (just a few lines of actual code, plus tests, which should also exist in the old quantum manager).
