Potential confusion about missing notification feature.

I've noticed several users asking about the missing notificaton configuration options, the fix to which is to install python-notify.

One solution is to leave the buttons visible, but disabled to better indicate what is happening.
To make things even clearer, you could add tooltips informing the user what they need to do to enable notifications.

Attached is a patch that does both.
