scanner doesn't work on bootup

Bug Description
When the computer boots up (12.04) with the scanner attached lsusb lists the scanner

But when I run scanimage -L

the only way to get the scanner working again is to power it off (unplug) and plug it again. this time its recognized by scanimage -L or xsane running as non-root as well root.
looks like something has got a hold of the device and not letting it go! its similar to when a scanning app crashes and leaves things is a bad state. only way to clear that is power off the scanner and plug it back-in
this has been happening since 11.10, and now also w/ 12.04
