Bug Description
When you approve a newsitem and then change the timings of that item, the
display date is'n changed and remains the old one.

Changed publication code so that the DDT is set to a future-dated publication time _if_ the submitted DDT == the DDT of the unapproved version (i.e. the DDT wasn't changed).
