openafs-modules-dkms fails to install due to lack of kernel headers

Bug Description

When I "apt-get install" "openafs-modules-dkms" on a fresh system the post install script tells me that it would skip building the kernel module due to missing kernel sources.

Installing the corresponding kernel sources does not seem to help. Instead I need to install "linux-headers-`uname -r`".
The package "linux-headers-generic" is already installed but does not seem to depend on the headers of the installed kernel.
So maybe this is not a problem of the "openafs-modules-dkms" package but a dependency problem of "linux-headers-generic"?!?

Expected behavior:
Installing the package "openafs-modules-dkms" should actually build the kernel module
