That's pretty weird... Assuming you still have access to this machine, can you please add the output of:
- "ls -l /etc/services*"
- "dmesg"
The operation not permitted sounds like something is pretty wrong with the file (it being a mount target for example) or something's off with the kernel/filesystem.
