Clicking on executable scripts containing shebang do not start the script

Bug Description

How to reproduce:

* Navigate in file manager to /usr/bin
* Try clicking on "apport-bug" icon, which is a script
* Notice that the application is not started, or an editor containing the script is opened.

Script files marked with the executable flag should be executed when they contain a shebang on first line pointing to an interpreter. This is important for program files distributed as script files.

Dunno, things just seem to work with KDE 4.9 (beta), so you'd have to look through the commit logs in KDE to see what fixed it.
