window set as "always on top" receives focus after workspace switch

Bug Description
- open two windows
- set the first window to "Always On Top"
- click/select the second window, giving it focus
- switch to another virtual desktop
- switch back to the virtual desktop containing the windows
Focus has now changed to the first window, although I expect the second window to continue to have focus.
This has tripped me up many times where I accidentally entered text in the wrong window.
This appears to be a new bug in Ubuntu 12.04, at least, I never encountered it in 11.10.
This bug does not occur when using Unity2D.
Confirmed on multiple machines:
- desktop with AMD graphics using fglrx driver
- laptop with integrated Intel graphics
I am not sure if this is a compiz or unity issue.

As part of the big bug review for 16.04 LTS, I have tested this on 15.10 and the bug is still there.
