Applying settings for running vm doesn't work

Bug Description
As in summary. Dialog box appears saying, that the settings cannot be applied immidiately, and they are deffered till the next vm shutdown. However, when preforming the shutdown, the changes aren't applied. Shutdown is done by virsh, not virt-manager.

What do you mean by "Shutdown is done by virsh"?
Are you expecting virt-manager to change the settings at shut down if you use a completely different tool to actually do the shut down?
Please give detailed steps on how to reproduce this issue. Thanks!
