restart not available when suppress-shutdown-menuitem is set

Seems to work fine for me in 12.10 I think you are using 12.04?

It won't fix in 12.04 because 'Restart' resides in the Shutdown dialog. In 12.10 that have changed as 'Restart' now is within the menu.

Thank you for taking care of this issue :)
However, if it's not possible to fix in 12.04, it means that 12.04 boxes
under unity cannot be restricted to RESTART option only...
