Snowball: ADB over USB broken on "snowball-ics-gcc46-igloo-stable-blob/#build=330"

On android build:

adb over usb does not work.

Steps:
--------
1. Create sdcard image - Bootup Android image.
2. Connect USB between HOST pc and snowball device(USB port between power supply and ethernet port).
3. On Host PC open terminal and type "adb devices"
Issue: Result of adb devices shows blank, no device is found.

This was working fine with #327 build. So some patch between #327-#330 is causing this issue.

The only difference between 227 and 330 are

device/linaro/snowball changed from

Since there is results from LAVA on the build page (https://android-build.linaro.org/builds/~linaro-android/snowball-ics-gcc46-igloo-stable-blob/#build=330) then it can not be ADB that is broken.

So only ADB over USB that is the problem.

This is because of missing file init.st-ericssonsnowballplatform.usb.rc in the rootfs.

This file addition got missed out in device.mk

As a workaround the command below can be used to get adb working

setprop sys.usb.config adb

Although we are seeing new adb problems, they don't appear to be this one, and this was reported working in the final 12.06 release. So I'm marking this as fixed for linaro android builds.
