who and users no longer list locally logged in users in 12.04

Expected behaviour is something like:

Note 'w' from the procps package also stopped listing locally logged
in users in 12.04.

This is affecting me on kernel 3.2.0-25-generic but NOT on kernel 3.2.0-24-generic, where who/users works as expected:
