Bug Description
Attached is a screenshot of karlstaging in ux1 vs. production in ux1. karlstaging isn't showing the OSF logo in the footer nor the links on the right.
karldev *is* showing this. I just want to make sure we don't have something wrong in some production configuration used on staging.

I suspect that the osi package is not set there. This would also explain #1007476. I don't have access to staging, though.
