create_connection can't depend on 'nmcli con up' output

Bug Description
The command 'nmcli con up' is used in the create_connection script to ensure the connection that was just created is activated and to check the result of the activation. Previously this was done by checking the output. In Quantal this output has been removed and it has been advised that it is better to check the return code. This solution will work in all versions so it can be safely done and possibly even backported.
