Screenshot is not saved in ~/Pictures, despite reported upstream GNOME behaviour.

Bug Description
My system is running gnome-fallback, which is Gnome Classic with Compiz disabled (runs metacity), available from the package 'gnome-
It is my understanding that GNOME has changed the behaviour of the screenshot utility upstream to save the file to ~/Pictures without any notification when PrintScreen or <alt>+PrintScreen is pressed. This is not my issue. There is no screenshot saved in this directory at all. No error reported when invoked from Terminal, it simply does not take a screenshot at all.
