Kubuntu's information popup is inconsistent with Ubuntu's one

Bug Description

In Ubuntu, the notification popup that occurs in the upper right is unobtrusive, and when you mouse over it, it will dim so that you can see behind it and it will allow you to click on things that are behind it. In Kubuntu, this does not happen, and the notifications are more obtrusive. The notification does not dim, so it blocks anything behind it, and blocks mouse clicks.

I can't set it to new though. The description under new says "not looked at yet". This has been looked at by "Ubuntu Foundations Team Bug Bot (crichton) " and "papukaija (papukaija)" so it doesn't fit description for new.

The description of Confirmed states "Verified by someone other than the reporter.". I have not done this verification nor has it been done by the bug bot. The description of New is slightly misleading but a bug bot by definition is not a human check and I have not thoroughly looked at this bug. Thanks for reporting this bug! Your bug seems to be a problem with the KDE program itself, and not with our KDE packages. While we appreciate your issue, it would be better if it was tracked at https://bugs.kde.org, so that the KDE developers can deal with this speedily and have direct communication with you as the reporter for more effective debugging.

Please be advised that Kubuntu is based on KDE. However, Kubuntu's workflow for bugs seems to differ from Ubuntu. If this was an Ubuntu package, the Ubuntu part of this bug would be set to triaged once the bug is sent to upstream but this does not appear to be the case for Kubuntu. Hence, I am reclosing this bug. Thanks.

It doesn't prevent this bug from being fixed but it means that only the upstream part should be left open on Launchpad for bugs in Kubuntu.

It is nowhere at the moment, but as the issue you are reporting is an upstream one and it would be nice if you (or someone else) having it could send the bug to the developers of the software by following the instructions at https://wiki.ubuntu.com/Bugs/Upstream/KDE. If you have done so, please tell us the number of the upstream bug (or the link), so we can add a bugwatch that will inform us about its status. Thanks in advance.
