setup does not seem to install template directory in the egg

Bug Description
Trying to install from source with python setup.py install from the current/trunk branch of trac-bzr did not copy the "template" directory into the site-package/.. egg.
So clicking the "Bazaar|Basic bzr settings" in the admin page lead to a "template not found error".
