Have an HTTP log for requests made to the master's web status, including correct client ip information

Bug Description

Requests are currently only logged to twistd.log without client ip information. A typical access log style log is needed to properly maintain the master.

By default, buildbot logs all requests to http.log. I'm not entirely sure why twisted's buildbot isn't.

Perhaps I wasn't clear. Requests are logged. They are not logged with the IP address of the client who made them.
