openjpeg has been available in universe for a few releases.
== Rationale ==
openjpeg is optionally used by poppler to decode JPEG2000 images, in it's absence poppler uses its custom JPEG2000 decoder that is of lower quality, crashes more often and is basically unmaintained since poppler developers recommend using openjpeg and thus don't see much point in spending time improving poppler's own JPEG2000 decoder.
openjpeg is also much more maintained than poppler's own JPEG2000 decoder

openjpeg has not had any "CVE"'s reported against it.
The crash reports I (as poppler maintainer) have reported against them have been fixed promptly.
