global menu should support moving windows to other workspace

Bug Description
In Ubuntu 12.04, I cannot move maximised windows to other workspaces by right clicking on the global menu bar.
Global menus should allow right click and users should be able to move maximised windows to other workspaces.
It is waste of time to make the windows small enough to enable right click and move windows to other workspaces.
