Mouse pointer changes prematurely when double-clicking on a title bar, or in expo

Bug Description
Both the move plugin and expo plugin change the mouse pointer to XC_fleur (a fist) for when dragging windows around. However they both do so too early, I think. If you're only double clicking on a title bar (or on a window in expo move) then the mouse pointer should not change. It should only change if you start moving a window.

I can confirm this observation, a double-click should not change the mouse pointer.
