Bug Description

The nova test case test_create_instance_without_config_drive in nova/tests/api/openstack/compute/test_servers.py tries to create an instance _with_ a config drive while the name of the test says _without_.

It is just a duplication of the _with_ test and thus the real test for _without_ is missing.
