keyboard layout switch not represented in the top icon

Bug Description
I switch between 2 keyboard layouts - English and Hebrew.
Pressing Alt-Shift switches the keyboard, but the icon in the top of screen doesn't change.
Switching back doesn't change it also.
Switching again, might change it.
The keyboard layout, as far as I can judge, is Ok. The icon doesn't always follow the keyboard.
Not consistent, but also not rare.

At first I thought this might be related to bug 1009995, but probably not.
However if any application needs to bind to "Alt+Shift" globally then it won't work in Unity any more because Unity steals all Alt+* key combinations on the root window. That's global key shortcuts -- it doesn't affect Alt+* in application windows...
