Authors see "configure addables" link in properties tab

Bug Description

If an user with "Author" role enters the properties tab in some
publication, a "configure addables" link is shown, which leads
to a quite empty page.
 It would be nicer not to show this link at all.

They're gone for people that don't have ApproveSilvaContent rights now. Did the
same for 'Convert to Folder/Publication' btw.
