Remove Tectonic Region Type constraints from nhlib

Bug Description

Currently, we define only 5 possible values in nhlib for tectonic region types:

ACTIVE_SHALLOW_CRUST = 'Active Shallow Crust'
STABLE_CONTINENTAL = 'Stable Shallow Crust'
SUBDUCTION_INTERFACE = 'Subduction Interface'
SUBDUCTION_INTRASLAB = 'Subduction IntraSlab'
VOLCANIC = 'Volcanic'

Dr. Monelli has indicated that this constraint is no longer needed and that users should be able to define their own tectonic region types.
