Yes, this is actually on purpose. If scrolling is turned on, then you will end up scrolling each individual item when you really mean to scroll the whole page.

I think web browsers do that depending on mouse position when scrolling. Actually, so do most X window managers , though they don't typically deal with embedding.

I don't think looking at mouse position will help. It still will not be known whether they prefer to scroll all or just the one list. In a case where we do not know, the safer option is to scroll everything and let them scroll individual items with the scrollbar otherwise.

Marking as wishlist. I do agree that there *should* be a better way to do it, but not sure what that solution is atm.
