Notification sounds sometimes not working (pulseaudio)

I notice a weird sound problem with notifications. Especially with skype. Sometimes they dont work and only restarting pulseaudio and deleting temp files helps.

Well.... the bug was reported 5 years ago. 5 years for a response... sorry but I even do not have the same configuration since then.
