Bump to 0.10

Scipy 0.10 was released in March 2012. It would be very nice if it made it into Quantal.

Moreover, it seems that 0.11 will likely be released in early July. Given I have already encountered issues that have been dealt with in 0.11, it would be even better if we could plan for 0.11 to ship with Quantal.

This bug was fixed in the package python-scipy - 0.10.1+dfsg1-3
