Custom keyboard shortcuts stop working after reboot

Bug Description
I have set 10 custom keyboard shortcuts as Alt+num to increase the volume above 100% using the command (e.g. for Alt+9) "pacmd set-sink-volume 0 100000", which all work as expected. However, once I re-start my computer they no longer work. The custom shortcuts are all still present in the Keyboard>
1. Assigning a different shortcut key combination, and
2. Changing this back to the key combination that I want.
But this will stop working again after I restart my machine.
