Work with non-default settings module

Bug Description

Some projects don't use settings.py, but instead use a different module that imports it. For example, Summit uses an ubuntu_settings for UDS, and a linaro_settings for Linaro Connect. The charm command should have an option for specifying a non-standard settings module to use as the base settings.
