finding place where group is defined

Bug Description

You see the list of groups in the access tab, click on groups admin to edit
some. Sometimes you will get "No groups have been defined in this location." --
when the group assets are just defined somewhere else. The problem is there is
no way of finding out where those assets are; at least no easy way.

Since these are Silva objects, I wonder if they are in the catalog? It would be easy to look them up in the catalog, and find out where they really are. Perhaps the "groups admin" screen could have another section "Edit groups defined elsewhere" that lists all other groups, providing links to edit them?

The three main group types (group, virtual, ip), are now catalog aware (so they are in the catalog).
tab_access_groups also shows a table for "groups defined elsewhere", providing links to the other groups.

1) This currently doesn't check access rights, so links could be placed here that the user can't really access.
2) This doesn't take into account virtualhost roots.

But, it's a good start.
