Bug Description

Нужен плагин для реализации отдельной, редактируемой через админку, страницы правил на форуме.

Он должен добавлять новый пункт в главное меню форума.

Например, ?action=rules.

Поставил мод.

На доделать:

1. Заменить ссылку в подвале темы.
2. Поменять оформление страницы.
3. Перевести что ли.

И ещё:

4. Добавить action=rules в общий список. А то сейчас на странице текущих действий польователей отображается "неизвестное действие".
