Feedback loop scratching/jogging forward at the non-silent end of a track

Bug Description

Steps to reproduce:
1) Load a track that has a non-zero sample at the end
2) Seek to the end, then attempt to mouse-drag past the end.
3) Notice the hideous feedback.

I found that the feedback decreases with decreasing pregain and goes away completely below about 1/4.

This was caused by some logic that tried to prevent us from staying ramped down when the rate was appreciably non-zero (I believe this was related to vinyl control fixes). Basically the corner case is that we are at the end of the track so I added a check here that we were not at the end of the track otherwise we are just ramping up while repeating the very last buffer of the song over and over.
