Should use `/usr/bin/env python` in `bin/autoqueue-similarity-service`

Bug Description

At the very least it is helpful when virtualenv is used; but likely that is not the only case.

another little note alongside wrt this script: if the `xdg` module is not installed it throws rather confusing exception (`'NotImplementedType' object has no attribute 'endswith'`); perhaps, line 280 of the similarity.py should do `raise …` instead of `return NotImplemented`.

Changed the hashbang, and used ~/.autoqueue instead of the xdg path when python-xdg is missing. let me know if this solves your issues.
