Link in the publish screen to public docs link to https in a virtual host situation

Bug Description

In virtual host situations, the Public column of the Publish
screen contains links to https://whatever. This should be
without the s, somehow. Maybe we need Clemens' link renderer
for this? :) (it could solve the problem of links in the
presentation preview as well).

This is tricky and therefore out of scope for 0.9.3. Moving along to 0.9.4.

What could be done is creating a new service that knows about various
virtual hosts (edit, public, etc) and have the public tab use that. Even
then it will be very tricky, as there may be multiple virtual hosts for
both edit and public view pointing into the same silva root.

It can also be argued that in virtual host setups this is not always
desirable; a public view may actually be cached (by, say, Squid) for
a certain amount of time and therefore out of date. In the publish tab
you'd definitely want to see the *really* public pages, and not be confused
by a cache.

There are two options in service_ui, Preview site URL and Public site URL to configure this behavior.
