Just reinstalled lo-menubar and now the menu is in the global menu and is now readable. Suggest increasing version number to force reinstall of package to fix menus.

lo-menubar doesn't seem to work for the initial LibreOffice window (the main one where you can choose a document type), so the workaround is incomplete.

No good reproduction scenario and quantal is EOL this month => Wont Fix.
