Unable to define hard disk boot priority

Bug Description

As in summary. To reproduce:
1. add additional unbootable storage to vm,
2. remove orgiginal bootable storage,
3. add the original storage again,
4. vm is in unbootable state.

Those are step by step instructions, I'll try to explain with more details:

Imagine, you have virtual machine with two separate virtual hard drives. There is no way to choose, which hard drive will be used to boot the system.

The one listed as the first device will be the one that is booted. If you want to change that, you'll have to remove the devices and recreate them in the order that you want.

I know that, and this is exactly what the bug is about. It's overcomplicated and counterintuitive.
